DEVELOPMENT OF 911 DATA FOR THREE COUNTIES IN WESTERN MARYLAND
Description
In early 2005 Allegany County, MD contracted with a firm for the provision of 911 mapping services, comprising services such as orthophotography and LiDAR data collection, planimetric feature extraction and including vital address verification and road centerline file attribution tasks. The latter tasks (road centerline development and address verification) were awarded to Spatial Systems Associates, Inc. (SSA) as a sub contractor to that firm.
The project area covered three counties in Maryland, Allegany, Garrett, and Washington. SSA was entrusted with the development of data for a project size including over 5,400 miles of roads, with many thousands of segments to be verified and attributed and over 200,000 building addresses to be verified.
To carry out this project SSA:
- Created a base map using existing orthophotography
- Designed and built a geodatabase for the data layers to be created
- Devised a field data collection methodology
- Acquired hardware (data collection PCs and GPS equipment); developed custom data entry software and integrated the two
- Trained staff members to correctly and safely collect the data required
- Managed the field data collection process which included two independent crews full time over a period of approximately five months
- Developed a QA/QC plan and implemented it to ensure that the data collected met the required accuracy standards
- Developed data maintenance applications for address and street centerline data to be delivered to the counties
Each address in the three county area was visited and the existence and location of point of egress from the county road system was identified. The project has been successfully completed, all data has been delivered to the client and is currently being used both in the 911 offices and throughout the county's use of GIS.
